Preamble:
An English club was founded in Niamey — Niger Republic in August 2013 among EAMAC staff and named «EAMAC Workers' English Club (EWEC)
EWEC is an apolitical and nonprofit organization, which is composed of persons who agree with the present constitution without distinction of race, religion or sex.
The purpose of EWEC is to provide an environment where the members can use, share and improve their English speaking skills by way of participating in the activities the club organizes.
To reach its objectives, EWEC organizes activities that are not limited to discussions, debates, conferences, movie shows, excursions, social activities, etc..
Article 1: Membership
The EWEC is composed of three categories of members:
a- Funding members: those who participated to its creation b- Ordinary members: those who adhere voluntary to its constitution c- Honorary members: those who are resource persons
To register to the Club, a prospective member shall provide two passport-size photos; one for the member ID and one for the record book.
Article 2: The general assembly
The General Assembly is the main body of the Club. It is composed of the steering committee as well as the ordinary members. It gathers on the last Wednesday of every quarter in order to make decisions.
Article 3: Steering committee
The steering committee's role is to serve as the organizing body of EWEC. Based on the club members' input, the steering committee seeks out people within the club, invites guest-speakers for some of its activities. The steering committee shall organize all the activities.

Two auditors are selected out off the steering committee.
Article 5: Roles of the steering committee members
Chairperson:
He or She introduces speakers, conducts general meetings and group activities, and provides general guidance to the Club. He/she represents the Club to representational events the Club is invited to attend.
Secretary General
He or She keeps the records/files of the Club. He or She serves as acting Chairperson should the Chairperson be unable to do so. He or she is in charge of EWEC membership cards.
Deputy Secretary General
He or She assists the Secretary General and replaces him/her in case of absence or impeachment. He or She may be assigned with specific missions by the Secretary General.
Public Relations' Officer (P.R.O)
He or She is permanently in contact with external partners of EWEC. He or She informs the steering committee about the outcomes of his missions and meetings with the different partners. In addition, He or She accompanies the Chairperson when participating to meetings or invitations.
Deputy Public Relations' Officer
He or She assists the P.R.O and replaces him or her in case of absence or impeachment. He or She may be assigned with specific missions by the P.R.O.
Treasurer:
He or She collects dues, keeps the account book, and maintains a record of the expenditures and member's accounts. He or She should inform the General Assembly about financial stand of the Club at each of its meetings.
Deputy Treasurer:
He or She assists the Treasurer and replaces him or her in case of absence or impeachment. He or She may be assigned with specific missions by the Treasurer.
Information Officer:
He or She prepares, publishes, sends and attributes EWEC announcements, invitations, letters and publicity and newsletters. He or She may be assisted by the P.R.O if necessary.
Deputy Information Officer:
He or She replaces the Information Officer in case of absence or impeachment. He or She may be assigned with specific missions by the Information Officer.
They shall check and verify the transactions carried out by the treasurer and report on a quarterly basis to the General Assembly the actual situation of the Club treasury.
Article 6: The line of responsibility within the steering committee
The line of responsibility within the steering committee is as follows:
Chairperson— Secretary General* Public Relation Officer—s Treasurer— Information Officer
Article 8: Elections
Elections for the steering committee members shall be supervised by an election committee set up for this purpose. This committee shall be composed of members who are not running for any position.
The steering committee shall be elected for a term of two (2) years from the date of election.
Any member who pays regularly his dues and participates in the activities may run for any vacant position. He or she is eligible to the same position for two (2) consecutive terms only.
The treasurer shall verify that nominating and voting members' dues are regularly paid.
Members of EWEC shall be present in order to be nominated and voted on as members of the steering committee except for the case of force majeure.
Article 9: Sanctions
Any member who doesn't abide by the articles of this constitution shall face the following sanctions:
Due warning
Reprimand
Exclusion
Article 10: Dissolution of the steering committee
A two third majority of the ordinary membership is required to dissolve the steering committee if it is not efficient enough or if found guilty of misdemeanor.
In case of dismissal or dissolution of the entire steering committee or of its members, an interim steering committee of three members is elected by the General Assembly which is called for an extraordinary meeting the following week.
New elections are held within a month after the election of the interim steering committee.
In case of dismissal or leave of the steering committee member, the steering committee takes the appropriate measures and informs the General Assembly for further decisions.
Article 11: Contributions and dues
EWEC members buy a membership card and pay monthly dues. Each member pays 2000 FCFA for registration and 1000 FCFA every month.
Other resources whether in cash or kind may come from donations from the members or EWEC partners.
Money paid to EWEC treasury is not refundable.
The resources shall be used to finance EWEC activities.
The amount to be spent on any activity shall not exceed 50% of the total amount in the treasury at the time an activity is planned unless otherwise decided by the general assembly.
At the end of the quarter, the auditors should present to the General Assembly, a statement and balance sheet explaining the financial standing of the Club.
Article 12: Activities
The Club activities will include those designed to get the maximum number of members to participate. Such activities will include but not limited to debates, games , discussions, picnics, excursions, films, lectures, practice for English, oral/written exams, writing and reading English materials, cultural events, group trips, exchange, community work and assistance ,etc.
Article 13: Amendment of the constitution
Amendments to the constitution of EWEC can be made at the request of the two-third majority of the membership.
All club members will be given a copy of the constitution and must sign an acknowledgement that they will abide by the constitution of EAMAC Workers' English Club.
Article 14: Dissolution of the club
EAMAC Workers' English Club will last for an unlimited period.
Should EWEC be dissolved one day, the money in the Club's treasury will be donated to a charitable cause such as a school, hospital, orphanage, handicapped people association, youth organization, and non-governmental organizations.
In any case, a two-third majority of the membership is required before a final decision is made about what to do with the money.
The constitution of EWEC was adopted by the members of the Club, March 12, 2014.
